Bug Description

Hypothesis:

Because br-ctlplane is configured via os-refresh-config and both nova-bm-dnsmasq and os-refresh-config are 'start on runlevel [2345]', they end up racing. It appears dnsmasq will take a few seconds to notice that br-ctlplane is not available, but by this time os-refresh-config has moved on.

Yes, we have 'respawn' and 'respawn limit 2 5' which means upstart will
only give up if the program exits twice in 5 seconds.

I do. I tend to leave things in New for others to evaluate in case I have
missed something. Will suppress that behavior for tripleo.
