Bug Description

As the title says - so far observed glance and nova keypairs wiped, and no quantum network at all on reboot.

Made critical as this makes a persistent cloud super hard to achieve.

Some minor further investigation - it looks like we have failing first-boot.d rules, and when they fail it all runs again, which is sortof by design. Solution -> move to orc rules where it's clear each rule has to be independently idempotent.
