I get a false "Plan was Created" when tripleo-api is down

Bug Description
My tripleo-api process crashed for some reason and wasn't running. Still, when I tried to create a plan in the UI, it popped up a message "Plan was Created". No plan was really created, it's just that the success message is false.
To recreate:
1) Stop the tripelo-api process (with Ctrl+C for example)
2) Create a plan in the GUI
=> You get a false success message. Sometimes you get an additional alert that the connection to tripleo-api is gone (in addition to the success message) and sometimes it's just the success message with no alerts at all.
