quickstart doesn't setup vbmc if you don't let it configure the undercloud

If following the docs to only provision the nodes[0], the virtualbmc service is not properly configured because it is run during the undercloud-deploy[1] which is not performed. The virtualbmc configuration[2] needs to occur during the hardware provisioning/configuration steps.

    remove virt-bmc setup for tqe

    Setup the virt-bmc in tq prior to the undercloud install.
    This should be done as part of the infra setup in tq
