    Enable opstools-testing repo

The opstools repo is currently broken due to a missing dependency. To
unblock CI we can find this dependency in the opstools-testing repo.
Once the dependency is fixed, we should revert this change.

How could images grow a dependency on this? Isn't there an initial build before merging any image building instructions?

Meanwhile, the package was tagged into -release: http://cbs.centos.org/koji/buildinfo?buildID=17719

Since the package was tagged, both workaround added and removed again, this can be closed, no?
