tripleo-quickstart needs to cache images based on the release

image_cache_dir: "/var/cache/tripleo-quickstart/images"

This variable should be changed to take into account the release of openstack. If the release is not used you could have the latest-foo image from a release that does not match what is set in -R --release.

    include the openstack release in the image cache path

    The version of openstack was not accounted for in the
    cache path and can cause image collisions.
