Background/

When OVB testing started, there was only a private host cloud available. As such, settings to deploy the OVB stack, set up the undercloud and deploy the overcloud were kept in a private repository. Now that testing on public cloud is available, it would be preferable to have all settings (other than credentials) be available in a public repo so that any user can access those settings.

Move settings currently in tripleo-
There are three groups of settings used in OVB:
- Related to the host cloud
- Related to deploying the OVB stack
- Related to the undercloud setup and overcloud deploy
The host cloud related settings for public cloud should be able to be added to a publicly available repo. The credentials file can be sourced at the beginning of a playbook run to deploy on the user tenant.
Settings related to deploying the OVB stack, setting up the undercloud and deploying the overcloud could also be made available. As usual, the user could override any of these settings for a custom host cloud by passing an -e argument.
Desired outcome:

A user testing on a public cloud should be able to source a credentials file and run a playbook to deploy an OVB stack, setup the undercloud and deploy the overcloud without needing access to any private repos.
Open questions/

- What to use as the settings defaults?
There are advantages to defaulting the settings to those suitable for rdocloud. This may not be appropriate.
