Remove the tripleo-quickstart overcloud role and replace it w/ github.com/redhat-openstack/ansible-role-tripleo-overcloud

The current tripleo blueprint for quickstart does not include the overcloud deployment. Replace the tripleo/overcloud role w/ https://github.com/redhat-openstack/ansible-role-tripleo-overcloud.

The two roles are almost identical at the moment. The plan is to ensure they are exact duplicates then remove the native tripleo/overcloud and in it's place add art-overcloud to the requirements, and update the quickstart.yml playbook.

Also need to remove art-overcloud from tripleo-role-requirments.txt
