[RFE] Baremetal support

Let's track here the work needed to get initial baremetal support going:

    Focus initially on a virtual undercloud deployed in a VM which will deploy baremetal nodes
    Need to make the instackenv.json file overridable, so it can be passed to quickstart.sh
    Networking will need to be customizable

    Adds option to skip overcloud nodes setup

    When baremetal nodes are used, there is no
    need to set up virt nodes. This commit will
    skip setting up overcloud virt nodes if the
    overcloud_nodes variable is empty.

    The source of instackenv.json file is set as
    a variable so a ready file can be imported.

This would also need to describe how to connect the network to make sure you can deploy to baremetal nodes.

Agreed - a fully doc set on baremetal deployments is planned

For instance, the current documentation does not address the usage of `brovc` and `brext`. For the implementation, it might be needed that someone can assign the network interface for IPMI to be `brovc`.

In general, I think we should not track anything unrelated to virtual environment setup in tripleo-quickstart launchpad anymore. However, this feature is more or less complete and documented, so closing this as "Fix Released".
