containers build job broken due to hanging health check file

Due to a mismatch of tripleo-common rpm and the build itself, the containers job is broken.

https://review.openstack.org/#/c/632057/ added placement-api but the promoted tripleo-common does not have this file so it breaks the build.

    Remove placement healthcheck from overrides

    We need to wait until the file is available before merging this. This is
    a partial revert of I637b5af8c2ad4c2744d8ac65f198717cbba1cb6a. This
    change can be reverted (or abandoned) if we end up with a promotion
    priot to this landing.

    Enable placement-api health check

    Once we have a promotion we can enable the health check.
