octavia amphora image upload should update glance image if changed

The octavia deployment currently only uploads the amphora image if it doesn't exist in glance. It should update it if it has changed using "some reasonable scheme" TBD

    Octavia amphora image handles updates and symlinks

    This patch adds logic to the octavia image upload to update the
    amphora image if a glance image of the same name already exists but has
    a different checksum. It also adds some logic for distro specific
    default behavior.

    This patch changes some defaults that turned out to be not very good in
    practice to be empty values. The default behavior is instead
    distribution specific behavior in the ansible playbooks.
