Container images still pointing to old Liberty images

Bug Description

Default container images should be pointing to Newton release. While this is probably not critical for the kolla images which are supposed to be backward compatible, this is a real problem for the heat-agents images that had to be rebuilt for newton to contain new puppet modules and services config files.

    Update container images to point to newton

    centos-binary-data is not necessary anymore since data containers have
    been replaced by named volumes.
