Add only templates and environment files to default plan

When creating a default plan (e.g. through the `create_default_deployment_plan` workflow), all files contained in the local openstack-tripleo-heat-templates folder are added to the plan, even though some of them are neither templates or environment files, but rather utility scripts. This is problematic:

- It bloats the plan, since it contains unneeded files.
- If one of the py scripts contained in the folder is executed and a .pyc file is created, this file is added to the plan as well. As a consequence the plan cannot be (JSON-)serialized any more at a later stage.

I think we're moving away from using the tripleo-common tracker (see http://lists.openstack.org/pipermail/openstack-dev/2016-July/099484.html ), you probably want to move this to the main tripleo tracker for additional visibility.
