functional jobs failing with "Unauthorized to create pods"

Bug Description

As of recent it appears some function jobs are failing with "Unauthorized to create pods".
For example [1][2].

It could be due to the nature of the patches, but I'm not seeing the relation that would make that be the case. Either way, it's not clear how to resolve this issue and/or if it's related to any other recent bugs.

yes, right now our devstack can not work with the keystone, we are now working no it. thanks for report.
