tricircle has no installation, admin, or configuration guides

The doc-migration spec calls for a configuration guide to be published by placing the content doc/source/configuration, the installation guide to be published by placing the content under doc/source/install, and the admin guide to be published by placing the content under doc/source/admin. No such content exists for tricircle.

The project can not be included in the list of services on https://docs.openstack.org/pike/configuration/, https://docs.openstack.org/pike/install/, or https://docs.openstack.org/pike/admin/ until the content is created.

There is configuration, install and admin guide https://docs.openstack.org/tricircle/latest/, there were not put into regarding sub-folders but in one plain folder: https://github.com/openstack/tricircle/tree/master/doc/source.

The folder structure needs to be reorganized following the manuals migration: doc/source/configuration, doc/source/install, doc/source/admin

    [doc-migration] Reorganize the Tricircle doc/source folder

    1. What is the problem
    Doc migration requires that the installation, admin and configuration
    guides have to be put into related directories.

    2. What is the solution for the problem
    Put configuration, install and admin guide into related sub-folders.

    3. What the features need to be implemented to the
    tricircle to realize the solution
    None.
