1.What is the problem?
All links in the README must be under openstack.org not github.com
or google.com
2.What is the solution to the problem?
We fix the README.rst and index.rst
3.What the features need to be implemented to the Tricircle
to realize the solution?
No new features.

This issue was fixed in the openstack/tricircle 3.0.0 release.
We can add this doc to openstack.org only if Tricircle is an OpenStack official project. Will update this after Tricircle become an OpenStack official project.
