router in the bottom pod could be configurable to DVR or not

The router created in the bottom pod is centralized router by default. It could be DVR or centralized router in the bottom pod, the setting could be done in the pod table, and used in the router creation to the bottom pod.

I am glad to help you on this bug fix. 1.add a field "DVR" in the pod table to represent the pod support DVR or centralized router, for example, the description of POD_TABLE in the doc https://docs.google.com/document/d/1zcxwl8xMEpxVCqLTce2-dUOtB-ObmzJTbV1uSQ6qTsY/. You need to update the pod management API and documentation too, if the DVR is not provided, by default it's centralized router. 2, for the router creation calling to the bottom Neutron, fill the parameter "distributed" with "true" or "false" according to pod's "DVR" configuration.

I think by pod table you mean cascaded_pods table in tricircle database.
