remove the host ip in local.conf.sample for devstack

The host ip setting HOST_IP=172.16.10.10 in local.conf.sample for devstack should be removed. So that the host ip 127.0.0.1 will be used by default

py27 test failed, due to the neutron plugin inherit L3 but not completely. please ref to the fix in experiment branch, one patch called fix neutron.... remove l3 inherity temperally in master.

Thanks, working on it. BTW why isn't this patch is merged with master branch as otherwise all future py27 tests will fail.
