File a bug in LP widget on failed tests

Bug Description
It would be nice, when a bug outside the context of the user running tribunal is found, for them to be able to click-and-file a bug in LP.
e.g. if a user runs the bzr test suite and it fails, or for someone looking at a checkbox test result stream.
