need metadata upgrade option in installer

Bug Description
After software install, users need to do 'get version of metadata'.
If that shows that metadata need to be upgraded, then upgrade command need to be run.
If upgrade is needed, this will show up:

There are multiple ways in which upgrade can be done:
An upgrade option can be added to installer.
something like: --upgrade_trafodion
Users can manually issue that if get version command indicates
that upgrade is needed.
Internally, installer will issue:
initialize trafodion, upgrade;
to upgrade metadata.
Or installer can automatically run 'get version of metadata' command
and return an indication that users should issue install with upgrade option
if get version commands indicate that. Users will then run installer with
upgrade option.
Or installer can automatically issue the upgrade command if it internally
detects that upgrade is needed.
