_REPOS_.METRIC_QUERY_TABLE has rows with <NULL> QUERY_ID and sometimes empty QUERY_TEXT

Bug Description

Don't know how to recreate this yet, but _REPOS_.METRIC_QUERY_TABLE has several rows with QUERY_ID set to <NULL>. The session id looks ok. QUERY_TEXT is sometimes empty.

Arvind found 2 places in code where query id is explicitly set to <NULL>, but not sure how it gets there.
