migrate.py should convert Trac usernames that aren't valid Launchpad names into valid ones

Bug Description

What happens:
If there's a user in the trac.example.com database with the usernale '_Ivegota SillyUsername' this will be copied into the XML to be imported into Launchpad. This isn't a valid Launchpad name (which must be all lowercase, no whitespace and begin with a letter or a number), so the import will fail.

What should happen:
migrate.py should convert the Trac username into a valid Launchpad name before writing it to the XML file.
