extract_person_email doesn't always create valid email addresses

Bug Description

What happens:
If there's a user in the trac.example.com Trac DB whose username is '<foobar>', the extract_person_email function will return '<foobar>@trac.example.com' as their email address, even though this is invalid.

What should happen:
The invalid characters should be stripped from the username, since all we want is an email address that we can import into Launchpad. We should get something like '<email address hidden>' back.
