Migrator won't export tickets with owners / reporters that have no email address

Bug Description

What happens:

If migrate.py comes across a ticket whose reporter or owner doesn't have an email address registered in the Trac DB, it won't export the ticket to XML. Instead it will output one of the following messages:

 [ticket N] pb with reporter foo
 [ticket N] pb with owner bar

These messages are unhelpful at best, and occur even if the owner or reporter's username is a valid email address.

What should happen:

The migrator should export the ticket anyway, generating an email address specific to the bug tracker if necessary (e.g. <email address hidden>). We shouldn't lose data because anonymous users are allowed to create tickets.
