COPYING file not being included in tarball

Bug Description
When checking out a copy of the Aaron Bentley branch and doing python setup.py sdist, the COPYING file is not present in the created tarball. Also, the COPYING and README files should not be installed to the system as data files. Will add a patch that includes the files through a MANIFEST.in file to do both of those properly.
