This is reproducible for me (Xubuntu 14.04). If when I stop typing I start to move my finger on the touchpad, I see the cursor start to move again after the timeout time (in my case 2 seconds after I stop typing). Approx 2 seconds later the touchpad is disabled again and the only way I can find to activate it is to log out and log in again. Trying to cycle the touchpad status in either the touchpad-indicator or the system settings screen for mouse and touchpad has no effect.
