So, I tried again in Utopic 140. The music no longer plays on the device (instead of headset) after declining a call. But that's because the music does not automatically un-pause after a call (whether accepted or declined).

However, if I unpause the music afterward, it plays on the device instead of the headset. And when the call comes in, music plays briefly on the device before it pauses to start the ringer.

Not really fixed.
