"Time and Date settings ..." does not open settings screen

Bug Description
1. Pull down Date and Time screen
2. Tap on Time & Date settings ...
3. Nothing happens, I think sometimes after couple of minutes it is actually opens.
Also note naming inconsistency: Date and Time/Time & Date.
