mako cannot suspend due to sensor activity

Bug Description
Suspend on mako fails almost every time, or if it does suspend it gets woken up after a very short period of time. dmesg shows that the smd_sns_dsps wake lock is responsible, and this appears to be associated with a device node used by the sensors.qcom blob. As far as I can tell this device node is only used for some kind of message passing with the modem CPU, so it seems that userspace needs to quiesce unnecessary sensors before we suspend.
