OSK becomes invisible when any indicator is pulled down

Reboot the phone
Open the phone app before using the OSK in any way
open a conversation or contact and bring up the OSK (note due to another bug this may be empty)
pull down an indicator
A blank area where the OSK was remains on the screen, and stays there through use of back to the list.

Closing and restarting the app yields the same result again.

this is not specific to phone-app, happens in browser or any app. this is a regression

Confirming, I can reliably reproduce the issue described with the browser.

So, the OSK doesn't become invisible now when pulling down an indicator... instead it stays onscreen, on top, which means the user cannot close the indicator menu without first closing the keyboard. I'm not sure that this is an improvement, especially since the keyboard can be difficult to dismiss. Fingers are wide, and the grabbable portion of the OSK is narrow.

The OSK should not be on *top* of the indicator the user just pulled down. (nor should it stay on top when the launcher is opened, or when a snap decision appears, but those bugs are filed elsewhere)
