Wrong permissions in phablet image

I was poking around on the above unflipped image and noticed some weird permissions. Because its unflipped, I am not going to list everything, just ones that definitely seem wrong.
/run is currently (it should be 0755):
/run drwxrwxrwt root root
/etc is currently (it should be 0755):
/etc drwxrwxr-x root root
These files are all world-writable-- is this safe?

This is also an issue at the flipped image, mostly because we're still waiting the group/user cleanup.
