Tracking renames/moves of files and directories

Bug Description

Bazaar traditionally does not automatically track renames/moves of files or directories in a working directory. This is for obvious reasons.

However, TortoiseBZR hooks into the Windows shell, so I thought I'd make the suggestion that TortoiseBZR could automatically listen to the shell event notifications for when files are renamed/moved and accordingly run the "bzr move --after" command. This would be a great benefit in terms of usability to many Windows developers like myself, who do most renames and indeed drag & drop operations from within Windows Explorer or Visual Studio (the latter uses the shell too I believe).
