Bug Description

two problems with tbzrcache: Version bzr-1.16.1

1. is sometimes holds handles to files on windows which are NOT under version control with BZR but with SVN !
How can this be ? I had to kill tbzrcachew.exe with process explorer because i was unable to rename a directroy which was under SVN version control...

2. I get a pop up of tbzrcachew.exe.log during navigating around in the windows exlorer.
Error msg in C:\Programme\Bazaar\tbzrcachew.exe.log is:

Traceback (most recent call last):
  File "tbzrcache.py", line 16, in <module>
  File "tbzrlib\app.pyo", line 8, in <module>
  File "bzrlib\workingtree.pyo", line 106, in <module>
