bzr breaks Windows open/close dialogs in other applications

Bug Description
After install of bzr-setup-1.9.exe, more than one Windows application displays an empty view of the file system in their open/close dialogs. Is this related to how the file and folder icons are modified in the Explorer (for TortoiseBZR functionality)? The Windows Explorer seems to work fine, and shows the correct BZR icons on folders and files.
One of the applications suffering from this behavior is the Python based WingIDE 3.1.4-1 (rev 18789).
This occurs on Windows XP, Service Pack 3.

Unfortunately, this is likely to be true for some python based applications, which is why the tbzr roadmap identifies implementing the shell exntensions in C++ as a priority. I expect this will be implemented over the next few months.
