Smokey Joe is not in his building

I have accepted the ToonTask in Toontown Central for a 2-point Laff Boost that I must visit Smokey Joe but I have not even been able to start it because he is not in his building in every district. I assumed he was just captured as that is usually the case, but I'm thinking that may not be the case as it has been hours and he is still not there. I would like this to be fixed so that I can continue with my progress. Bright side, I had an excuse for some gag training.
