Headline sources still togglable when news headlines are off altogether

Bug Description

Ubuntu 15.04 r6

1. Go to the Today scope.
2. Tap the Settings button.
3. Uncheck "Display news headlines".

What happens: The four checkboxes below it -- for headlines from BBC News, El Jueves, El Pais, and Euronews -- remain togglable, even though they have no effect.

What should happen: The news headline sources are selectable only when you have selected to show news headlines at all.

This will be fixed with the next update (coming very soon) which uses the headlines keyword, rather than this hard-coded set

The new functionality comes through the scope framework: each child scope has a single user setting that controls whether its results display anywhere in the agg scope.

So there is no "Display news headlines" anymore.
