BQ device: On first boot, Today scope continually asks for Google account login after I have done so via Settings -> Accounts

Bug Description

ACTUAL
Go to Settings -> Accounts
Register Google account
Account successfully setup.
Add the calendar app to get the calendar entry in account settings and add it.

ISSUE:
->At the Today scope, an entry asks me to log into my Google account.
->After successful signin, the message is still there, despite rebooting multiple times

EXPECTED
After Account successfully setup, the Today scope could already know about the existing Google account without having to click on "Skip and setup later"

Hi, thanks for taking the time to report this. Can you please provide a little more information such as what scopes you have favorited? Also helpful would be the output of 'click list', and attaching the log found at /home/phablet/.cache/upstart/scope-registry.log

Hi Chris,

Thanks for taking a look at this. The scopes that were favourited at the time this issue occurred were most likely the defaults. It was the first boot of the phone.

Here's the sequence of the issue:

ACTUAL
Go to Settings -> Accounts
Register Google account
Google complains that I don't need to use an app password but my actual password
Re-try with actual password
Account successfully setup.
->At the Today scope, an entry asks me to log into my Google account.
->After successful signin, the message is still there

EXPECTED
After Account successfully setup, the Today scope could already know about the existing Google account.

I think you may still be seeing what we call the OOBE (or out of box experience) still. Do you see a button at the bottom of the scope that says something like "Skip and set up later'?

Marking as won't fix after verifying that dismissing the OOBE fixes this.

On bug LP: #1558228, the "Skip and setup later" is clicked. But here, it's intended not to click it.
