Ampersands are not supported

Titlecasing a word that contains 'j&r' should result in the string 'J&R', but currently returns 'J&r'.

We have discovered this bug (and fixed it manually) on the following page, where, we use titlecase to fix the name of court documents: http://crt.li/x/Map

It would be great to get a fix!
