Make "+" button insensitive on welcome screen

Bug Description
Just as the "Cancel" button is, the plus button should be insensitive on startup. Clicking it actually makes the "Cancel" button sensitive, which is bad because there is nothing that should be added at the homescreen. (I.e not until the user has decided which time tool he wants to add).
