User backups should be available

Bug Description
It should be possible to use TimeVault without running it as root. One thing we need, is an easy TimeVault for users to backup their homes, and restore when they wish. When run as root, it should use the global configuration file, backing up the system as is default today, but when running as unprivileged user, it should use a config file in that users home, backing up their private data, and nothing more.

Andrew Stromme has begun work on a re-make of TimeVault called "Time Vault User Backup" using kde4 and dbus.
Here is a quote from him describing the progress thus far: /launchpad. net/timevaultng but nothing

Personally I would closely watch Andrew's work, and help out as you can. It sounds like Andrew aims to allow for user level backups.
