Bug Description

Originally reported @ github, here: https://github.com/cocodelabs/znc-palaver/issues/23

It looks like `znc-dev` needs to have `libicu-dev` as one of the dependent libraries.

Additional testing indicates that Utopic and Vivid (Ubuntu) are also affected.
