testresources rev 1 'upstream-0.1' is attributed to Matej Vela, it should be to Robert Collins. Matej Vela did an NMU 0.1-1.1

So, the incomplete history we have of uploads to Debian means
we never imported 0.1-1, so the NMU was the first time we
saw that tarball, and we took the "shortcut" of using the
uploader of that version as the person that packaged that
version.
We could add a heuristic to try and credit the right person
by looking at the changelog:
The person named in the footer of the first version
in the changelog with that upstream version number.
should do it I think, with appropriate care that we don't
mess up with epochs.
