Bug Description
affects testrepository
When using "testr run --failing" the test command as specified
in .testr.conf is run, with the list of failing tests.
To help with buggy test runners it would be nice if testrepository
warned about tests that it asked to be run but for which no actual
results were reported.

By design such tests are considered deleted; we should list them
though (and if there billions truncate and write it to a file for
analysis)
