context exceptions on startup unclear

Bug Description
If a context expansion error occurs during startup -- before entry to a testunit -- you'll get a useless java stack trace. The outermost code should also catch and translate the exceptions to provide decent information.
This occurs is one of the .ptest files references an item that doesn't exist.
