Group tab doesn't work when just one tab is open

Bug Description

When I don't open a new tab, and have 2 terminals in it, group tab function doesn't work.

Steps to reproduce:

- Open terminator
- Split terminal (CTRL+SHIFT+E)
- Try to group terminals (SUPER+T)

If you have no tabs, it makes no sense to group terminals with Super-T as that is "Group terminals in tab" (meaning current tab).
With no tabs open you would use the Super-G "Group all terminals".

I think it make sense as Super-G affect all windows.
If you have two windows with one tab each, Super-T should be usable to broadcast only one window.

As a workaround I run Terminator with no D-BUS support:
terminator -u

By not allowing D-BUS (IPC), each Terminator process is independent.
Now you can SUPER+A to broadcast over all panes in the same window.
