Transparency settings are not handled at all in FC25

By "not handled" I guess you mean "don't work"?

Have you tested the head of the gtk3 branch? A bunch of work was done to fix transparency to work for people with different themes and versions of GTK. I just haven't done a release. If that works for you then this is a duplicate of https://bugs.launchpad.net/archlinux/+bug/1599453

No I haven't tried the head of gtk3 branch, I use the dnf version of terminator I'll try soon

Please note that it has come to my attention that GTK 3.20+ has introduced changes as to how CSS must be used, meaning that aspects of the window may be rendered badly for you. Revision 1714 is a *partial* fix, but additional fixes will probably be needed in the external css files to get everything perfect... at least till Gnome decide to change everything all over again!
