Make saving position in layouts optional

Bug Description
The current behaviour is for the position to be saved with the layout.
This behaviour seems to rest on two assumptions, neither of which strike me as reliable.
1. Users desktop geometry never changes.
In an age when laptops are becoming the norm, its also common to plug and unplug monitors. Saving
a layout with multiple monitors leads to unpredictable behaviour when they are unplugged, new
instances will appear in different virtual workspaces, and in one instance wasn't displayed at all
until I cycled through the workspaces at which point it appeared on the first one (the layout
would set it at the extreme right edge with multiple monitors
2. Only 1 instance of a layout is used at one time.
Launching multiple instances causes them to *exactly* cover up previous instances. With position
removed the window-manger (in my case) will prevent overlaps.
It would be better if you could toggle this in the Layout UI when creating a new layout.
