Adding a new tag to mark tests that require admin level permission

Bug Description

I would like to propose adding a new tag, similar to `smoke` or `gate, to mark the tests which require admin accounts to execute. This will help easily filtering out those tests when the user doesn't have or doesn't want to use admin accounts to verify their cloud.

such tests should have "admin" in their test name (files with such classes are usually under an admin dir e.g. https://opendev.org/openstack/tempest/src/branch/master/tempest/api/identity/admin

Moving to incomplete, as stated in the previous comment, such functionality is already in tempest.
