TestServerVolumeAttachmentScenario fails due to unauthorized error

Bug Description

In test `TestServerVolumeAttachmentScenario.test_server_detach_rules` action `detach_volume` is called with valid fake service token (equal to user token). Expected response is Forbidden/Conflict, but I am receiving Unauthorized. Similarly behavior is observed in test `TestServerVolumeAttachScenarioOldVersion.test_old_versions_reject` when calling `delete_attachment` with valid fake token. I thought that the problem is with my openstack configuration (https://docs.openstack.org/cinder/latest/configuration/block-storage/service-token.html), but my openstack (version 2023.2 bobcat) is deployed with kolla-ansible 17.1.0, where this issue is addressed and my cinder and nova configuration matches the configuration presented in the link above. I am not sure if the problem is not valid service token generated in test or other issue in my configuration. I am using tempest 36.0.0.
