Add support for setting quotas for dynamic users

Bug Description

Sometimes it is desirable to set the default quotas to zero and explicitly set quotas on all projects. It would be nice if tempest supported this use case by having a config option to set the quotas for dynamic users.

In this case, tests resource might cross the allowed quote on tested cloud. Quota set on your env either it is default or override is what you want to restrict due to HW resource etc. I am not sure how it will help to customize quota on tempest side ?

But in case quota is default/updated due to some other policy then yes you can customize quota on tests side to fully run the tests.

I would like to know the exact use case for that.

Hi, what is the current status of this? This patch seems to have the
required fix: https://review.opendev.org/c/openstack/tempest/+/656534/
It probably only needs to be slightly changed before it can be merged
(gmann proposed to add some tests that verify the new functionality).
